Overview
The Assistant Manager – Strategic Initiatives & Multilateral Engagement will support the development and execution of NCGCL’s strategic initiatives, with a particular focus on engagement with multilateral institutions, development partners, and government stakeholders. The role will combine strategy execution, partnership development, programme design, and institutional positioning to support NCGCL’s mandate of expanding access to finance and strengthening the credit ecosystem.
Key Responsibilities
1. Strategic Initiatives
- Support development and execution of NCGCL’s strategic roadmap, including new guarantee schemes, thematic programmes (e.g., green finance, SME segments), and institutional initiatives
- Conduct research, market analysis, and benchmarking to inform strategic decisions and product development
- Assist in preparation of strategy papers, concept notes, and internal proposals
2. Multilateral & Development Partner Engagement
- Support engagement with multilateral institutions (e.g., World Bank, ADB, IFC), donors, and development partners
- Assist in structuring partnerships, MoUs, and programme frameworks
- Coordinate inputs for donor-funded initiatives, including concept notes, proposals, and reporting
3. Stakeholder & Government Coordination
- Engage with key stakeholders including Ministry of Finance, State Bank of Pakistan, Securities and Exchange Commission of Pakistan, and financial institutions
- Support policy dialogue and alignment with national financial inclusion priorities
- Prepare briefing notes, talking points, and stakeholder communication material
4. Programme Development & Management
- Support design and implementation of strategic programmes and guarantee schemes
- Monitor programme performance, track KPIs, and support reporting frameworks
- Identify gaps, risks, and improvement areas in programme execution
5. Research, Policy & Knowledge Development
- Conduct research on global credit guarantee models, blended finance, and risk- sharing mechanisms
- Develop policy briefs, internal notes, and knowledge products
- Support development of NCGCL’s thought leadership in financial inclusion
6. Events, Representation & Communications
- Coordinate high-level meetings, workshops, and stakeholder engagements
- Support senior management participation in forums, conferences, and bilateral engagements
- Prepare presentations, reports, and external communication material
Eligibility Criteria
Education
- Bachelor’s or Master’s degree in Finance, Economics, Public Policy, Business
Administration, or related field
Experience
- 3–4 years of relevant experience in:
o Strategy / consulting
o Development sector / multilateral organizations
o Financial institutions / DFIs / policy roles - Experience working with government or development partners is highly desirable
- Experience in a financial institution, investment firm, or consulting role will have an added advantage

- Understanding of financial sector / SME financing / development finance
- Ability to manage multiple workstreams and deliver under tight timelines
Preferred Profile
- Exposure to multilateral or donor-funded programmes
- Familiarity with financial inclusion, credit guarantees, or blended finance
- Experience in drafting concept notes, funding proposals, or policy documents
